Requires clear disclosure that the user is interacting with AI, with more frequent disclosures for minors, reasonable age estimation and safeguards for minor users, and a protocol for detecting and responding to expressions of suicidal ideation or self-harm (including crisis referrals). Prohibits conversational AI from claiming to be a licensed mental health or other professional. Requires an annual report to the Attorney General on crisis protocols.
