Key Requirements

Prohibits any person or entity from providing or advertising therapy or psychotherapy services, including through AI, unless services are conducted by a licensed professional. AI may not make independent therapeutic decisions, engage in direct therapeutic communication with clients, generate treatment plans without licensed review, or detect emotions or mental states. Licensed professionals may use AI only for administrative and supplementary support.

Enforcement

Illinois Department of Financial and Professional Regulation investigates complaints; civil penalties up to $10,000 per violation (penalty amount per IDFPR release)
